Trim the broccoli and halve the thick stems lengthwise. (If using regular broccoli, cut it into small florets, place them in a colander, and wash thoroughly.) Put the broccoli and water into a pan, cover, and bring to a simmer over medium heat. Reduce the heat slightly and steam the broccoli for three to five minutes, until it is tender but still pleasantly crisp.

In the meantime, peel the garlic and finely dice, grate, or press it through a garlic press. Mix it together with the remaining ingredients (sugar, cornstarch, soy sauce, water, ginger, sesame oil, and sambal oelek) until well combined.

Add the sauce to the broccoli and let it thicken over medium heat for about 1 to 2 minutes, stirring continuously.
